5、 鉴于水泥行业的特点——即所有产品均为本地生产和本地销售，希望水泥的外资企业也能分享清洁发展机制对于二氧化碳减排给予的经济支持。
6、 研究制定促进水泥行业实践循环经济的经济政策，进一步扩大享受优惠税收政策的废弃物种类，促进水泥替代原燃料技术、水泥窑协同处置固废技术的发展与应用。
7、 完善废物管理体系，理顺废物来源渠道，建立信息平台，促进水泥企业与市政部门、环卫部门等的信息沟通，分享废物产生、处理处置信息。鼓励废物收集和处理的专业化，促进水泥行业废物预处理产业的发展，促进企业间的工业废物交易。
8、 鼓励先进开采技术与尾矿资源利用。
9、 鼓励技术创新，推进水泥行业精细化、信息化、智能化管理。 10、 通过电价杠杆，进一步鼓励避峰用电。
11、 节能减排标准体系，协调不同标准的制定，避免标准的重复立项与内容的相互矛盾。
