宁波VTS值班员实用会话英语 汇编

为了满足不断增长的港口发展需求,增强与抵港外轮的协调能力,进一步提高各位VTS值班员的英语会话水平,根据标准航海通信英语(SMCP)的要求,结合自己的日常值班体会,对宁波VTS值班员日常遇到的较为常用的会话英语进行整理,编制如下,希望能够起到抛砖引玉的作用。

一、船位报告 1.NAME船名

①Spell your ship’s name. 拼出你的船名。

②How to spell your ship’s name?怎样拼出你的船名?

2.POSITION船位

①Tell me your GPS position. 你的位置在哪里.

②I cannot locate you on my radar screen. 我无法在雷达上发现你船.

③When you pass lat :30-07’N,report to me again.当你过30-07’N纬度线时,再向我报告。

④When you pass TAIPINGSHAN lighthouse, please call me again.当你过太平山时,再向我报告。

⑤Report your GPS position for identification…… . 报一下你的GPS船位以便识别。

⑥From …bearing and distance 距某物标的方位距离 EXP:

V:SUN HOPE,NB port control calling. Please report to me anchor position from QILI lighthouse bearing and distance,over. S:NB port control,my position from QILI lighthouse:bearing two zero five degree,distance two decimal one four miles. Over.

3.DRAFT吃水

①What is your maximum draft ? 你的最大吃水是多少? ②~ your fwd /aft draft? 你的前/后吃水是多少?

My IMO No. 12345。 Gross tonnage is 2170. Ship type is Chemical tanker/oil tanker/general cargo/bulk/container. Maximum draft is 6.5m.

二、航行状态(STATUS) 1.常见的几种航行状态

① Are you underway/anchoring/aground/berthing?你船在航/锚泊/搁浅/靠泊吗? ② Vessel …ahead of/in vicinity of you在你前面/旁边的船xx: ~is ingoing / outgoing. ~正在进口/出口。 ~is inbound/outbound. ~正在进口/出口。 ~has stopped. ~停车。

~is on a reciprocal course./~is meeting you . ~对驶。

~will overtake to the …… side of you. 将在??侧追越。 ~will cross to the …… side of you. 将在??侧交叉相遇。 ~is turning. 正在转向. ~ increasing speed . 加速. ~decreasing speed. 减速 ~overtaking you. 追越. ~not under command.失控.

2.避碰规则(节选)

(INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA ,1972)

Section 1 –Conduct of vessel in any condition of visibility 船舶在任何能见度情况下的行动规则

RULE 4 APPLICATION适用范围

Rules in this section apply in any condition of visibility. 本节条款适用于任何能见度的情况

RULE 5 LOOK-OUT了望

Every vessel shall at all times maintain a proper look –out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision .

每一船在任何时候都应使用视觉、听觉以及适合当时环境和情况的一切有效手段保持正规的了望,以便对局面和碰撞危险作出充分的估计。

RULE 6 SAFE SPEED安全航速

Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.

每一船在任何时候都应以安全航速行使,以便能采取适当而有效的避碰行动,并能在适合当时环境和情况的距离以内把船停住。

In determining a safe speed the following factors shall be among those taken into account: 在决定安全航速时,考虑的因素中应包括下列各点: (a) By all vessels;对所有船舶:

(1) the state of visibility;能见度情况;

(2) the traffic density including concentrations of fishing vessels or any other vessels; 通航密度,包括渔船或者任何其他船舶的密集程度;

(3) the manoeuvrability of the vessel with special reference to stopping distance and turning ability in the prevailing conditions;

船舶的操纵性能,特别是在当时情况下的冲程和旋回性能;

(4) at night the presence of background light such as from shore lights or from back scatter of her own lights;

夜间出现的被景亮光,诸如来自岸上的灯光或本船灯光的反向散射;

(5) the state of wind ,sea and current, and the proximity of navigational hazards; 风、浪和流的状况以及靠近航海危险物的情况;

(6) the draught in relation to the available depth of water. 吃水和可用水深的关系。

(b) Additionally, by vessels with operational radar:对备有可使用的雷达的船舶,还应考虑:

(1) the characteristics, efficiency and limitations of the radar equipment; 雷达设备的特性、效率和局限性;

(2) any constraints imposed by the radar range scale in use; 所选用的雷达距离标尺带来的任何限制;

(3) the effect on radar detection of the sea state, weather and other sources of interference; 海况、天气和其他干扰源对雷达探测的影响;

(4) the possibility that small vessels, ice and other floating objects, may not be detected by radar at an adequate range;

在适当距离内,雷达对小船、浮冰和其他漂浮物有探测不到的可能性; (5) the number location and movement of vessels detected by radar; 雷达探测到的船舶数目、位置和动态;

(6) the more exact assessment o the visibility that may be possible when radar is used to determin the range of vessels or other objects in the vicinity.

当使用雷达测定附近船舶或其他物体的距离时,可能对能见度作出更精确的估计。

RULE 7 RISK OF COLLISION碰撞危险

(a) Every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists.If there is an doubt such risk shall be deemed to exist.

每一船都应使用适合当时环境和情况的一切有效手段断定是否存在碰撞危险,如有任何怀疑,则应认为存在这种危险。

(b) Proper use shall be made of radar equipment is fitted and operational ,including

long-range scanning to obtain earl warning of risk of collision and radar poltting or equivalent systematic observation of detected objects.

如装有雷达设备并可使用的话,则应正确予以使用,包括远距离扫描,以便获得碰撞危险的早期警报,并对探测到的物标进行雷达标绘或与其相当的系统观察。

(c) Assumptions shall not be made on the basis of scanty information,especially scanty radar information.

不应当根据不充分的资料,特别是不充分的雷达观测资料作出推断。

(d) In determining if risk of collision exists the following considerations shall be among those taken into account :

在断定是否存在碰撞危险时,考虑的因素中应包括下列各点:

(1) such risk shall be deemed to exist if the compass bearing of an approaching vessel does not appreciably change;

如果来船的罗经方位没有明显的变化,则应认为存在这种危险;

(2) such risk may sometimes exist even when an appreciable bearing change is evident,particularly when approaching a very large vessel or a tow or when approaching a very large vessel or a tow or when approaching a vessel at close range.

即使有明显的方位变化,有时也可能存在这种危险,特别是在驶近一艘很大的船或拖带船组时,或是在近距离驶近他船时。
