为深入贯彻落实《全国主体功能区规划》、《海峡西岸经济区发展规划》、福建省经济社会发展“十二五”规划纲要和《海峡西岸城市群发展规划(2008~2020年)》的战略部署,加快推进厦漳泉大都市区同城化发展,特制定工作方案。

一、发展定位

进一步发挥厦门经济特区龙头带动作用和泉州创业型城市的支撑带动作用,增强漳州的辐射带动能力,强化分工、合作和协调,加快厦漳泉城市联盟进程和同城化步伐,实现组团式发展,构建厦漳泉大都市区,提升参与国际竞争和两岸合作的能力,充分发挥厦漳泉大都市区在海峡西岸经济区乃至在我国东南沿海的辐射带动作用,构建祖国大陆对台交往合作的平台和门户。 二、主要目标

推动厦漳泉从目前一般性区域合作、城市联盟向紧密型、实质性、一体化融合的大都市区发展。探索建立共同发展的城市功能区和产业集聚区,加快推进交通基础设施一体化,促进公共服务共享和资源要素整合,形成协同建设和同城化机制。

(一)近期目标(2012年):同城化迈出实质性步伐。

1.一批重大同城化交通项目加快实施:城市轨道交通、绕城高速公路、城市快速通道、厦门新机场、厦漳海底隧道、厦门港一体化等一批同城化交通重点工程加速推进;

2.若干公共服务信息平台建成投用:居民健康信息系统、社会保障卡、养老服务公共信息平台等基本建成并发挥作用;

3.部分领域社会公共服务实现一体化:同级医疗机构医学检验、影像检查结果互认,劳动就业信息区域共享;

4.资源要素市场一体化建设有序推进:金融同城化迈出实质步伐,建成统一的技术交易网络,初步建立生态环境保护和资源协同开发利用机制;

5.发展质量优于全省平均水平:产业发展分工协作机制初步建立,地区生产总值和人均生产总值增速高于全省平均水平。

(二)“十二五”目标(2015年):初步实现同城化。

1.交通通讯基础设施同城化联网:综合交通运输一体化体系初步形成,基本实现轨道交通、高速路网、快速通道、综合运输枢纽、机场、港口、通讯信息等基础设施有效对接、互联互通;

2.公共服务信息平台同城共用:云计算公共服务平台、数字城市管理平台、社会保障信息服务系统、劳动就业应用平台和劳务合作信息共享平台等一批公共信息服务平台建成并实现同城共用;

3.基本社会公共服务有效融合:基本实现医疗卫生、教育、文体、旅游等领域资源的协作共享,就业与社会保障、城市管理、社会治安等领域服务的协同管理;

4.资源要素市场体系一体化形成:基本实现资金、技术、人才等要素的高效配置,及生态环境资源的协同保护和合理利用;

5.综合经济实力显著增强:产业分工协作明晰,融合联动发展,地区生产总值和人均生产总值增速明显高于全省平均水平。 三、主要工作

(1)推进轨道交通规划与建设。抓紧促批厦门市城市轨道交通一期建设规划,编制和报批泉州市城市轨道交通一期建设规划,研究漳州市城市轨道交通建设问题,启动厦漳泉同城化城际轨道线路的前期研究和规划建设工作,尽快启动建设厦门、泉州城市轨道交通一期工程;组织编制厦漳泉大都市区满足同城化要求的各种交通方式衔接互联的规划,重点研究城际与城市轨道交通衔接规划。 (2)加快完善高速公路和城际干线路网。加快建设厦门、漳州、泉州环城高速公路,形成厦漳泉大都市区环城高速公路的有效对接和相互融合,重点推进沈海高速公路复线、泉厦漳城市联盟高速公路、厦漳环城高速厦门海沧至漳州天宝、天宝至平和、厦漳跨海大桥,泉州环城高速晋江至石狮、南安至石井、泉州湾跨海大桥、安溪至厦门高速公路等项目建设;结合国省道和城市主干道布局,研究建设中心城区联系周边城镇和交通枢纽的快速通道,加强中心城区与各城市组团的交通联系,加快建设厦漳泉大都市区快速路、泉州—厦门—漳州沿海大通道等;建设厦漳海底隧道,构建厦门湾南北岸快捷通道。

(3)统筹布局建设综合运输枢纽。加快厦门高崎国际机场、晋江机场扩能改造,抓紧规划建设厦门新机场、漳州军民合用机场,研究晋江机场满负荷后泉州市的空中交通问题;按照建设厦门东南国际航运中心要求,推进厦门港一体化改革发展,加强港口资源整合,做好各港口的合理分工,加快泉州湾等开发建设,促进落实同港同策;建设一批骨干客货场站,强化各种运输方式在客货场站有效衔接。

(4)推进公共交通同城化。统筹布局厦漳泉跨行政区域公交线,加快改造提升为“城际公交”和“快速公交”,推进公交常态化、密集化;加快在城市边界和城际轨道站上建设综合性公交换乘枢纽场站,大都市区内各城市开通与主要交通枢纽之间的客运专线;研究扩大出租车服务范围,在指定区域内允许出租车跨城市营运。

2.推进信息通讯与市政建设。统筹规划厦漳泉大都市区内信息基础设施,同步推进基础通信网、无线宽带网、数字电视网、电子政务网络等基础设施的共建共享;规划建设区域公共信息平台,实现公共服务信息一体化;推动电话号码升位并网,统一区号,实现区域通信资费同城化;推进大都市区内给排水、污水垃圾处理等市政设施网络的衔接与联网;同一堤防和排涝区内,统一防洪防潮排涝标准,加强跨境防洪排涝水利基础设施的共同规划与同步建设。(省直配合单位:省发展改革委、住房和城乡建设厅、交通运输厅、数字办、通信管理局、信息化局、广播影视集团)

(2)推动通信资费同城统一标准。推动各电信运营商业务套餐改革,逐步实现降低资费,合理调整大都市区内各城市之间电话资费,实现统一区内电话资费标准;推动网络资源共享和互联互通。

(3)提升城市公共信息服务水平。启动建设“公交一卡通工程”,推进城市间公共交通互联互通和城市公共交通IC卡并网,并扩展到泊车电子计时表和停车场、出租车等领域;搭建统一的“综合便民服务信息平台”、“城市基础地理信息公共平台”、“社会保障卡”等公共信息服务平台。

(二)推进产业发展合作共赢。通过加强大都市区产业布局整体规划,合理分工协作,合力打造产业集群,形成产业整体竞争力。 1.推动制造业融合发展。根据厦漳泉三市制造业发展基础,通过调节利益分配,分类整合、优化布局,集中力量发展壮大主导产业、培育发展战略性新兴产业、改造提升传统优势产业,扶持发展龙头骨干企业,推动错位发展,优势互补。在实现产业分工发展基础上,加强产业协作,以重大项目为龙头,以产业链为纽带,利用同城化便利,联合打造上中下游产业联系紧密、相互配套、竞争力强的大型产业集群。(省直配合单位:省发展改革委、经贸委、信息化局)

(1)加快壮大一批重点产业园区。做大做强厦门光电显示、厦漳半导体照明、泉州微波通信等国家级产业园区以及泉州光伏、漳州光电等特色产业园区。探索以产业园区为载体的合作共建模式,建设厦门火炬园漳州分园等,通过产业转移和项目布局调整,发展区域优势、特色产业,创新互利共赢合作机制,避免同质竞争。

(2)培育打造一批重点产业集群(基地)。依托龙头企业,以产业园区为载体,延伸产业链,重点培育厦门光电产业集群、厦门计算机及通信产业集群、厦门汽车及工程机械产业集群、厦门电力电器产业集群、漳州古雷石化产业基地、漳州金属及深加工产业基地、漳州光伏玻璃及新材料产业基地、漳州农产品加工产业集群、泉州石化产业集群、泉州纺织服装产业集群、泉州体育用品产业集群、泉州机械装备制造产业集群、泉州休闲食品产业集群、泉州建筑建材产业集群等一批专业特色鲜明、品牌形象突出、服务平台完备的现代产业集群。 2.共同推动现代物流业发展。发挥厦漳泉地区港口优势,加快建设集疏运体系,拓展港口腹地;完善物流服务体系和基础设施,打造厦门全国性物流节点城市和漳州、泉州市区域性物流节点城市,服务区域中电子信息、装备制造、石化、纺织、建材等产业规模经营需要,建设一批现代化物流园区、专业物流中心、大型专业批发市场、配送中心;加快引进和培育现代物流企业,积极发展第三方物流和第四方物流。(省直配合单位:省发展改革委、经贸委、交通运输厅) 3.大力拓展旅游合作。整合厦漳泉大都市区内旅游资源,串点成线,联合打造精品旅游线路,培育“海峡旅游”品牌;以厦门鼓浪屿、海上丝绸之路泉州史迹、崇武古城(惠女民俗)、漳州滨海火山、东山生态旅游岛、福建土楼(南靖-华安)等为重点,积极发展滨海旅游、生态旅游和文化旅游,打造以厦门为中心的海峡西岸南翼旅游产业集群;加强旅游基础设施建设,推动旅游信息共享,发展跨区旅游营销网络,推行旅游景区通票制度和“一卡通”,构建一体化旅游服务体系。(省直配合单位:省旅游局)

5.协同推动城市管理。加强城市管理和社会治安跨区协作,建立治安联动工作机制,联合开展社会治安综合治理;建立突发事件联动处置平台,实现警务协作和救助系统联网联动。(省直配合单位:省综治办、公安厅、住房和城乡建设厅)

(四)建设资源要素统一市场体系。逐步消除大都市区内限制资源要素合理流动的障碍,促区内资金、技术、人才等要素市场融合。 1.推进金融服务同城化。统筹各金融机构力量,共同为跨行政区的同城化重大建设项目提供融资服务;推进信贷管理一体化,实现厦漳泉大都市区内同一金融机构的贷款资源和贷款信息共享,实行同城放贷;探索建立一体化存取款体系,实行同城收费标准,推动按照同城标准开展同城汇兑、拆借等业务。(有关配合单位:人行福州中心支行、福建银监局,人行厦门市中心支行、厦门银监局) 2.促进技术市场一体化。构建厦漳泉大都市区统一的技术交易网络和技术产权交易平台,实现技术成果、投资需求等信息共享和股权变更、产权交易、交易鉴证等相关技术产权交易业务同城化办理。建立统一的知识产权保护体系,实现知识产权保护一体化,共享知识产权信息技术成果。(省直配合单位:省科技厅、知识产权局)

3.推动人力资源有效利用。推动人才区域合作,建立统一的人才交流和人力资源公共服务信息平台,联合发布人力资源公共服务信息,开展人才交流相关服务;建立区内统一的高层次创业创新人才库,推进高层次人才资源共享。(省直配合单位:省公务员局、人力资源开发办公室、人力资源和社会保障厅) 4.建立区域生态环境资源协同保护机制。建设统一的环境预警体系,开展污染联防联治;加强饮用水源地保护,建立行政交界断面水质、水量监测和信息通报机制,实现信息共享,推进跨境水综合治理,近期重点推动泉州白濑(安溪)

5.强化市场监管与信用维护。搭建12315消费者维权网络一体化工作平台,构建统一的消费者维权服务工作体系,强化执法合作与联动协查;统一执法标准,联合打击侵权违法和失信行为,保护名优品牌;加大在食品药品安全监管方面的合作力度。(省直配合单位:省经贸委、工商局、质监局、食品药品监管局) 四、工作机制

(一)厦门市牵头会同漳州、泉州建立厦漳泉三市磋商机制,建立厦漳泉同城化工作联席会议制度,邀请省发展改革委、交通运输厅、住房和城乡建设厅等省直有关部门参加,定期研究同城化发展中的重大政策措施,协调解决同城化过程中的重大问题,推动同城化重大项目的实施;超出权限范围,联席会议难以协调的同城化重大事项可专题报请省政府研究协调解决。联席会议下设协调办公室,负责处理具体事务。

(二)厦门市牵头会同漳州、泉州两市联合组织编制厦漳泉大都市区同城化发展总体规划和重要专项规划,争取11月底前完成总体规划编制,年底前完成重要专项规划编制。厦漳泉三市联合成立若干专项工作小组,负责落实规划编制、具体实施方案制定等工作,推进联席会议议定事项的落实。

(三)厦漳泉三市要按照同城化工作的总体部署,分别组织细化工作计划,明确各阶段目标任务和责任分工,确定具体项目,把工作任务逐一分解落实到具体单位和责任人;要定期跟踪重大项目实施进展情况,及时研究并协调解决存在的问题,确保同城化工作顺利推进并取得实质性成效。

(四)省直有关部门主动参与,指导和协调解决大都市区同城化过程涉及本部门职能的问题,帮助推进重大项目建设;加强与国家有关部委沟通,争取国家在项目建设、资金安排等方面给予支持,推动特区政策逐步向大都市区内其他地区延伸。
