副城、新城城镇单元细分到中类，新市镇（含被撤并和总体规划建议撤并的镇街所在地）分到大类，非集中城镇建设地区参照城乡规划新的用地分类到中类（主要含城乡居民点用地、区域其他建设用地、区域市政公用设施用地、特殊用地、其他建设用地、水域、农林和其他用地）（参见建设部《城市用地分类与规划建设用地标准》（征求意见稿））。
在可能条件下，建议设计单位充分利用全国第二次土地现状调查数据资料。

（2）6月底前，形成初步成果，征求市规划局、江宁区政府、辖区省级以上开发区、市有关部门的意见；
（3）7月15日前，修改完善后报市规划局综合平衡。 3、综合平衡阶段（2010年7月底前）
7月15日—30日，市规划局局内初步综合平衡。 4、深化成果阶段（2010年10月中旬前）
（1）9月31日前，按照市规划局初步综合平衡意见，进行修改、深化、完善工作；
（2）10月10日前，召开专家评审会；
（3）10月15日前，修改完善后报市规划局审定、汇总。 5、成果制作阶段（2010年11月中旬前）
（1）10月31日前，经市规划局审定、汇总后，形成市关于区落实城市总体规划指导意见的上报稿；

一、项目名称
《南京市东山副城总体规划（2010-2030）》 二 规划背景
目前，《南京市城市总体规划（2007-2030）》已经编制完成。规划将原上轮规划确定的东山新市区范围进行了拓展延伸、内涵进行了充实丰富，并定位为东山副城，作为中心城的组成部分，其定位、范围、规模均进行了调整，迫切需要尽快启动东山副城总体规划的编制工作，作为指导下一时期规划建设管理的依据。
现行的《东山新市区总体规划调整（2003-2010）》于2004年经南京市人民政府批准实施（宁政复[2004]112号），有效的指导了江宁区东山地区近年来的经济社会发展和城市建设。现行的东山新市区总体规划于今年到期，有必要开始启动新一轮东山副城总体规划的编制工作。
随着铁路南站的建成，地铁一号线南延线和宁杭高速公路的的通车，土山机场搬迁提上议事日程，东山老城区旧城更新工程的启动，东山副城的发展面临新的发展机遇和挑战，现行的总体规划已经不能满足未来的发展要求。
为此，市规划局、江宁区政府决定联合开展《东山副城总体规划（2010-2030）》编制工作。 三 主要内容
