摘 要
“首要标准”的提出对于新时期的监狱工作具有重要的指导作用，对监狱体制改革、监狱行刑的目的反思、矫正的的功能与局限、行刑实践的操作与运行、服刑人员矫正质量的量化考评等监狱的基础理论问题都具有极为重要的意义。
行刑价值是一个刑法哲学的概念，是刑事法律科学发展与变化的根基与源泉。研究“首要标准”理论有利于我们从行刑价值的角度来重新的认识行刑中所存在的误差与失范现象，纠正行刑工作的价值偏离，回归人道、公正、效益的三大行刑价值。
监狱作为行刑工作的重要载体，是行刑活动中最关键的命题。“首要标准”的提出对监狱行刑模式提出了变革的要求，如何构建符合中国监狱发展实践的行刑模式，需要我们深入的研究与思考。
把刑满释放人员的重新犯罪率作为衡量监狱工作的“首要标准”，从方法论上提出了挑战，如何贯彻落实“首要标准”应当重点从量刑体系，规范刑务管理方面进行改革。
把重新违法犯罪率作为衡量监狱工作的“首要标准”，有利于我们重新审视自己的行刑考核体系，构建具有科学依据的矫正评估体系，完善具有实践操作性的矫正质量评估标准。实现评估从经验走向科学、从零碎走向系统、从传统走向现代、从表象走向本质，使我们的监狱工作迈上人性化、正规化、科学化的平台。 矫正评估亦是一个熟悉而陌生的概念，说其熟悉，因为我们新中国几十年监狱工作一直重视评估与考核的功效；称其陌生，是因为我们现今所论述的矫正评估是一个崭新的知识架构，主要有四个方面：前提是注重分类与处遇，关键是实现服刑人员的人身危险性评估，重点是针对每个服刑人员的个别化矫正方案，难点是做出刑满释放人员的重新犯罪预测。

Abstract
