BPC Lemongrass Project in Malaysia —Piping construction method statement 10.1.安全措施safety measures
10.1.1―健康、安全、环境保护‖制度，任何施工作业前应确定专人负责，施工前要对施工人员进行交底。Project regulation of Health, Safety and environment should be strictly implemented; dedicated person shall be arranged for every construction activity; work clarification should be given to workers before commencement.
10.1.2与生产区域应设置明显的警示牌和标识牌，夜间施工作业区应有照明。施工人员在指定区域作业，严禁进入其他区域。
Clear warning board and signing board should be set for construction area and production area. Lighting will be arranged for night work. Workers shall not be allowed for entrance to other area except designated working area.
10.1.3作业人员必须劳保着装，施工用具摆放整齐，不得占据消防通道和影响其他装置的正常生产,施工废料应及时拉走，不得影响装置现场面貌。
Workers must wear proper PPE; construction tools should be placed in order to make no occupation of fire fighting access and no hinder to normal production of other plants. Waste materials should be shifted away and site appearance should be free from any impairing. 10.1.4施工作业前必须严格执行总包和业主的安全用火、用电、用水、动土及进设备作业等管理和审批制度，并办理有关作业票后，方可作业。
Management system and review-approval procedure regarding safety of hot work, electric work, water utilization, excavation work and confined space work must be strictly followed before commencement and relevant work permit should be gained prior to start.
10.1.5所用照明应使用安全电压，电线应绝缘良好，使用手持电动工具应有漏电保护。严禁乱动现场的阀门和电源开关。
Lighting shall be connected with safe voltage; electric wire should be well insulated; hand electric tools should be equipped with electric leakage protection. No touch on valves and power supply switch will be allowed.
10.1.6管道安装的操作平台和安全通道必须经FLOUR批准。Platform and access for pipe installation must be inspected and accepted by FLOUR.
10.1.7高空作业人员必须系好安全带（安全绳）。安全带高挂（系）低用，不得采用低于腰部水平的系挂方法，严禁用绳子捆在腰部代替安全带。禁止在同一垂直方向上下同时进行高空作业。 Workers who work at height must wear safety harness. Safety harness should be fastened on higher point; fastening lower than waist will not be allowed. Harness could not be replaced by rope. Inter-crossing height work at one vertical line shall be prohibited
10.1.8有限空间作业前后登记清点人员、工具、材料等，防止遗漏及乱放。进入有限空间作业前必须办理PTW，人员进入前必须经气休检测合格，入口必须有专人守护。
Record should be made before and after confined space work to count the workers, tools and materials to prevent missing or disorderly placement. PTW shall be made before entering confined space. Before entering, gas shall be detected for safety. Entrance must be guarded with appointed person.

Vehicles must be provided with fire arrester for entrance to plant area and follow specified routes. 10.1.10电焊回路应接在焊件上，把线及二次线绝缘必须完好，不得有裂纹，不得与其他设备搭接。地漏及下水井盖处均用毛毡封堵，防止火花掉入下水井。污油池口必须封闭。
Electric welding circuit should be connected on welding members; holding cable and secondary insulation must be in good condition and free from crack, no contact with other equipments. Leakage and manhole cover shall be sealed with felt to prevent spark falling. Oil sludge pool must be covered.
10.1.11动火前和动火后，均认真检查条件是否变化，不得留有余火，确认安全后再工作或离开。高空施焊作业时，地面设监火人，配备消防设备。
Inspection for atmosphere conditions should be performed for any change both before and after hot work. Residual fire will be prohibited. Only after verification for safety, could work be resumed or workers leave. During welding at height, watchman should be arrange on ground and fire fighting facilities must be prepared.
10.1.12脚手架符合国家有关规程和标准的要求。作业前作业人员仔细检查作业平台是否牢靠、坚固、安全措施是否落实。
Scaffold must meet requirements of national relevant regulation and standard. Workers should check work platform carefully for securement and firmness, as well as safety measures. 10.1.13高处动火作业必须采取防止火花飞溅措施。Spark splatter proof measures must be taken for hot work at height.
10.1.14详细安全措施详见―相关专项安全管理方案‖。 Detailed safety measures see related special safety management method statement. 10.2文明施工housekeeping
搞好文明施工是现场安全施工的重要防范措施。
Good housekeeping is important precaution measure for construction safety. 10.2.1目标target
做到工完料净场地清，达到全优工程标准。Keep site clean after completion of work and achieve standard of excellent project. 10.2.2措施 measures
10.2.2.1加强成品保护意识，管道施工时，工具应放在工具包内，并注意切割下料时，采取防护措施，严禁管子头及焊渣等直接掉至地面。Protection should be taken for finished products. In process of piping construction, tools should be placed tool bags. For cutting and fabrication, precaution measure should be taken to prevent direct falling of pipe head and slag to ground. 10.2.2.2按照施工布置图，设置现场临时库房、材料堆放、管道预制等设施。
As per construction layout, facilities such as temporary warehouse, materials placement and piping fabrication shall be set accordingly.
10.2.2.3合理规划现场施工机具和设备、材料的布置，并放置整齐。

BPC Lemongrass Project in Malaysia —Piping construction method statement 10.2.2.4立体交叉作业过程中，应相互照应，应保管好工器具和施工用料，以免下落。 Special care must be taken mutually during overhead crossing work, handling tools and materials carefully to prevent falling.
10.0.2.5施工人员按规定正确使用劳动保护用品（安全带、安全帽、防护服），严禁赤膊、穿拖鞋、高跟鞋、裙子进入施工现场。
Workers must follow rules to wear proper PPE (safety harness, helmet, working suit), bare shoulder, slipper, high-heel shoe and skirt will not be allowed on site. 10.2.2.6各班组每天完工后，应清理好各自使用的机具材料和作业区。
Construction team shall collect the tools and clean the working area after completion of job. 10.2.2.7项目部定期进行文明施工检查，发现问题及时纠正、整改。
Project team shall perform regular inspection of housekeeping and take action immediately if any observes
10.2.2.8工程竣工时彻底清扫装置区， 以干净美观的环境交给业主。
Good housekeeping should be made for all plant areas after completion of work to create clean and beautiful environment for Owner
