本标准是为了满足新建铁路客运专线单线、双线及多线道碴桥面、无碴桥面、先张法、后张法预应力混凝土预制简支梁及先简支后连续的预制简支结构的制造、验收及质量检验的需要而编制。鉴于无碴轨道预制梁的结构形式、技术要求等目前尚未完全确定，因此有关无碴桥面预制梁的相关技术要求尚待补充及完善。
根据新建客运专线常用跨度预应力混凝土预制梁的特点，在本技术条件编制过程中参考了国内外各种规范与标准及高性能耐久混凝土、预应力混凝土箱梁最新科研成果；采纳了即将颁布的《铁路工程混凝土结构耐久性设计暂行规定》、《铁路混凝土工程施工技术指南》、《铁路工程混凝土结构耐久性暂行验收标准》和新近颁布的《铁路混凝土工程预防碱－骨料反应技术条件》，并借鉴了《秦沈客运专线预制预应力混凝土简支梁技术条件》、《青藏铁路高原冻土区预制预应力混凝土简支梁技术条件和检验方法》、后张梁通用标准TB/T3043-2002《预制后张法预应力混凝土铁路桥简支梁》、先张梁通用标准TB2484-94《先张法预应力混凝土铁路桥简支梁》中的部分内容。与《秦沈客运专线预制预应力混凝土简支梁技术条件》比较，本技术条件主要在以下方面作了修改和补充：
? 预制梁采用满足铁路客运专线工程耐久性要求的高性能混凝土； ? 加强对原材料、混凝土拌和物等的检验，明确了检验的项目与频次； ? 增加了灌筑时对混凝土入模温度、模板温度的限值； ? 明确了养护、拆模等阶段混凝土最高温度为芯部温度； ? 后张法预应力梁采用三次张拉工艺； ? 增加了预应力瞬时损失测试的频次； ? 增加了终张拉后30d梁体上拱度的限值； ? 后张法预应力梁采用真空辅助压浆工艺；
? 增加了对预制成品梁钢筋混凝土保护层厚度的要求； ? 修改了预制成品梁静载检验的抽样方法； ? 对预制梁的保修期作出了明确规定。
对于高性能混凝土，凡本技术条件有明确规定的，应按本技术条件执行；本技术条件未涉及的，应按《客运专线高性能混凝土暂行技术条件》办理。
本技术条件附录A是规范性附录。
本技术条件负责起草单位：铁道科学研究院、铁道部产品质量监督检验中心、中铁工程设计咨询集团（原专铁道部业设计院）。
