花溪区农村信用体系建设研究
摘要
信用是一个具有生命力的命题，自古至今都有人对信用问题进行研究。近年来，学术界对信用方面的研究相对较多，主要是从社会、企业、个人等方面对如何建设信用体系进行研究。然而当前有关农村信用体系方面的研究内容相对较少，而我国“三农”问题已经对社会经济的发展造成了阻碍，想要突破这种阻碍就必须对农村资金问题进行研究，以满足农村发展过程中对资金的需求。当前我国农村信用体系方面的建设仍存在一定的问题，对农村经济的发展造成了一定的影响。因此，完善农村信用体系建设是当前的重点任务，对农村信用关系、金融发展、经济发展、中小企业等方面的发展具有一定的推动作用，对社会主义新农村建设的发展起到促进作用，也是本次研究的意义和价值所在。
本文主要分为六个部分：第一部分，主要是对本次研究的背景、现实意义、理论意义进行阐述，对国内外研究现状进行研究，对本次研究的内容与方法进行阐述。第二部分主要是首先对农村信用体系的内涵、特征、内容进行阐释，然后对农村信用体系建设的功能和作用进行分析，并对相关理论进行介绍，最后对建设农村信用体系的路径进行分析。第三部分以花溪区农村信用体系为例，对花溪区农村信用体系建设的历程、成效、问题、制约因素进行分析。第四部分主要对国外农村信用体系建设经验进行研究，包括发达国家和发展中国家，然后对我国农村信用体系建设进行对比和借鉴。第五部分主要是对如何推进花溪区信用体系建设进行对策分析。主要从法律法规、信用共同体新型制度、信用担保体系、信用评价体系、信用运行保障机制、信用运行政策等方面进行分析。第六部分主要是进行本次研究的内容进行总结，对其中的创新点进行分析，对农村信用体系建设的未来进行展望。

Study on the construction of rural credit system

Abstract
Credit is a proposition with vitality. People from ancient times to the present have studied credit issues. In recent years, the academic research on credit is relatively large, mainly from the society, enterprises, individuals and other aspects of how to build credit system. However, the current research content about rural credit system is relatively small, but China's \been hampered, want to break through this barrier must be carried out to study the rural financial problems, in order to meet the demand for funds in the process of rural development. At present, there are still some problems in the construction of rural credit system in China, which have a certain impact on the development of rural economy. Therefore, to improve the rural credit system construction is the key task at present, has a certain role in promoting the development of rural credit relations, financial development, economic development, small and medium-sized enterprises, the development of socialist new rural construction plays a role, is the research significance and value.
This paper is divided into six parts: the first part is mainly on the research background, practical significance and theoretical significance of

the paper, research status of research at home and abroad, the contents and methods of this research are described. The second part is the first of the connotation, the rural credit system characteristics, and then explains the content, function and role in the construction of rural credit system is analyzed, and the correlative theories are introduced, finally the path of construction of rural credit system analysis. The third part, taking the rural credit system in Huaxi district as an example, analyzes the process, effectiveness, problems and constraints of the rural credit system construction in Huaxi district. The fourth part of the main rural credit system construction experience abroad, including developed countries and developing countries, and then to our rural credit system construction contrast and reference. The fifth part is mainly about how to promote the construction of credit system in Huaxi district. Mainly from the laws and regulations, the new system of credit community, credit guarantee system, credit evaluation system, credit operation guarantee mechanism, credit operation policy and so on. The sixth part mainly carries on the summary to this research content, carries on the analysis to its innovation point, and looks forward to the future of the rural credit system construction.
