Responsibilities 职责
Project Manager (PM) 项目经理
The Libeiya Project Manager is responsible for all HSE affairs for the project. The Project Manager will:

? The PM has the overall responsibility for this HSE plan and is responsible for supporting it
and for ensuring that all Libeiya employees at the jobsite actively participate.

necessary to effectively implement this HSE plan.

? Be responsible for compliance with the Libeiya HSE policy and procedure.

? Be thoroughly familiar with this HSE plan and with their individual responsibilities
regarding its implementation and enforcement. 熟悉本HSE计划及个人责任。
? Require all employees to comply with the provisions of the Libeiya HSE plan and

? Ensure that only competent persons are assigned work tasks. This includes ensuring the

The Safety Supervisor will:
? Serious execute safety construction as the safety operation practice, and properly
arrange the working group and team workers working with a responsibility for safety and health in the work.

? Regularly organize working staffs to study safety operation practice, monitoring his
workers? behavior and teaching them use of PPE to enhance worker?s protection ability. 定期组织工人们进行安全操作规程的学习，监督自己工人的行为并教会他们使用个人安全设备以提高工人的自我保护能力。
? Organize the toolbox meeting before everyday work, identifying the hazards in the work of
the group; perform safety job risk analysis and utilizing the correct prevention measures. 在每天开始施工前组织工具箱会议，鉴别小组施工中的危险因素；执行安全工作分析并采取正确的预防措施。
? Often inspecting construction safety conditions on the jobsite, maintaining records and
daily time sheets, if any issue, correcting and /or reported timely.
经常检查现场的安全施工条件，坚持每天的情况记录和工人出勤，如果有任何问题，及时纠正和/或报告。
? Carefully do a good job on new working staffs? post instruction.
耐心做好对新来员工的班后安全教育。
? If any accident and / or incident happened, reported immediately.

? Ensure of working staffs working start and finish time and the productive during the
working hours.
确保员工的上班与下班时间和上班过程中的工作效率。
? Ensure the working staffs understand safety operation procedures for tool, equipment and
materials.

All working staffs 全体施工人员
In compliance with an individual?s “duty and care”, all working staffs will:
? Co-operate with and constructively participate in the Project HSE Management Program;

? Comply with MCC?s HSE requirement that apply to an individual?s work;
遵守中冶天工的个人施工安全要求 ? Work within the competencies held;

? Ensure the safety of you, fellow employees and the general public;

? Proactively be involved in the Project HSE; this involvement will include some aspects of
planning, problem resolving, priority setting, and improving work practices;

? Clear about the work scope so that to identify and assess HSE hazards and to develop
the more safe working method.

? Comply with all the safe-working directions given by the safetyman;
