Signs, Signals, Barricades and Lighting 标志、信号、路障与照明 Signage 标志

Libeiya shall ensure that areas have sufficient signage as required by our contract. Signage shall be visible at all times where a hazard exists.

丽贝亚将根据合同要求在相关区域提供足够的标志。当危险存在时,标志将随时醒目可见。

Barricades 路障

All streets, roads, highways and other public thoroughfares, which are closed to traffic, shall be protected by effective barricades on which shall be placed acceptable and highly visible warning signs.

所有的街道、道路、公路、以及其它靠近交通的公共通道都应该由放置在合适的地方有明显可见的警示标志保护。

6.2.1

6.2.2 Barricades shall be located at the nearest intersecting public highway or street on each side of the blocked section.

路障应放置在最近的公共交叉主干道上,或者放在封闭道路的街道两端。

6.2.3 All open trenches and other excavations shall be provided with suitable barriers, signs, and lights to the extent that adequate protection is provided to the public.

在所有未加盖的沟渠及其它的开挖处,提供合适的防护栏杆、标志和指示灯,以便为公众提供足够的保护。

6.2.4 Obstructions, such as material piles and equipment, shall be provided with similar warning signs and lights.

对于障碍物(如材料堆和设备)也应提供相似的警示标志及警示灯。

6.3

Lights 照明

When any work is performed at night or where daylight is shut off or obscured, Libeiya shall provide artificial light sufficient to permit work to be carried on efficiently, satisfactorily and safely, and to permit thorough inspection.

如果是在夜间,或者天还没亮,再或光线不是很充足情况下进行工作时,丽贝亚将提供充足的人工照明以确保工作有效、满意、安全地进行和彻底地检查。

6.3.1

6.3.2 All barricades and obstructions shall be illuminated by means of warning lights from sunset to sunrise.

所有的路障在日落至日出期间也应提供照明和警示灯。

6.3.3 Materials stored upon or alongside public streets and highways shall be also illuminated by means of warning lights, and work, at all times, shall be so conducted as to cause the minimum obstruction and inconvenience to the traveling public and project personnel.

6.3.4

All barricades, signs, lights and other protective devices shall be installed and maintained in conformity with applicable statutory requirements.

Barricade Procedure 障碍设置程序

The Barricade Procedure is designed to restrict access to location roads, work areas and access ways, to control any situation where hazardous conditions are evident or potentially foreseeable, which may present damage to persons, or damage to equipment or property. Red/white barricade means do not enter. Yellow/black barricade means enter with caution. 障碍设备程序的设计在限制进入所在地的道路、工作区域与入口通道,控制任何或可能预见的可能对个人造成危险,或损害设备或财产的危险。红白相间的障碍代表禁止进入。黄黑相间的障碍代表进入时小心。

7.3 Barricades in public areas (public road) shall not be erected until being approved by Owner/ CPL authorized people.

在公共区域(如公共道路)设置障碍前必须取得业主/ CPL主管人员的事先许可。

7.4 Barricades shall be properly erected and in such a manner that they provide adequate protection from the hazard and do not impede the work of other subcontractors unless Company approves such placement;

应该适当地搭设围护并使之对危险处起到合适的保护作用而且绝不妨碍其它分包商的工作,除非公司批准这种布置;

Barricades and barriers shall have appropriate signs and tags; 围护和围栏应有适当的标记和挂牌;

Barricades left after dark on or in close proximity to roadways shall be properly equipped with flashing amber lights; and a barrier device shall identify the nature of the job hazard involved. 围护在天黑之后或在接近车行道处应适当的装有淡黄色闪烁灯;而且一个围栏设施应标明涉及到

All requirements of Owner/ CPL?s Barricades Program will be complied with. 要遵守公司的所有围护程序的要求。

Control of Confined Space 封闭空间的管理

Definition: A confined space means any space that is large enough and so configured that a workman can bodily enter and perform assigned work and it is not designed for continuously occupied by workman(men) or definite by the Owner/ CPL. The term “Confined Space” means and shall includes:

定义:封闭空间意为任何足够大的并且施工人员可以只身进入并施工的空间而且它不是专门为施工员连续作业而设计的或由业主/ CPL定义的空间。“封闭空间”包括: ? All tanks, vessels, bins, boiler, mills and kilns;

所有贮罐、容器、箱子、锅炉、磨机及炉窑; ? Pits, trenches, sewers and wells;

? Lift shafts, duct work and ceilings;

? Covered conveyors, feed chutes and transfer points;

8.2 Prior entering the confined space, worker(s) must be pass the HSE training, and obtain the PTW (Permit to Work) and the work there must be under the supervision and direction of the HSE people.

在进入封闭空间之前,工人必须经HSE培训,并获得工作许可证(PTW);而且那里的施工必须是在监督员和安全员的监督之下进行。

9.

Hot Work 动火作业

The term “Hot Work” is meat to mean and shall include: all or any work involving the use of electric welding equipment, oxygen/acetylene-LP gas cutting or heating equipment, and any other work, which involves the use of, or introduces an open flame or any such other ignition source, to specific areas, locations, or equipment projects.

“动火作业”指所有或任何涉及电焊设备、氧气/乙炔-液化石油气切割或加热设备的工作,以及任何其它涉及在特定区域、地点或设备项目使用或点燃明火或任何其它燃烧火源的工作。

Electrical Welding 电弧焊接

Welding leads and equipment will be properly maintained and inspected before use. Exposed conductors to be withdrawn from use and repair or removal from site.

焊接电线与设备在使用前要维护好并检查无误。有导线裸露情况时,要停止使 用并修理好或送出现场。

9.1.1

9.1.2 Arc welding and cutting operations will be shielded by non-combustible or flameproof screens, shields, or other safeguard for the protection of personnel or materials exposed to sparks, slag, falling objects, or the ultraviolet (UV)/infrared (IR) radiation of the arc.

电弧焊或切割操作时要使用阻燃或防火屏,护罩或其它能避免操作人员与材料因曝露于电火花,焊渣,下落物质,或电弧产生的紫外光/红外光/X-射线中而造成的损伤。

9.1.3 9.1.4

Pipelines containing flammable liquids or gases, or electrical cables will not used as a ground. 输送易燃液体或气体的管线或电缆不得用作接地线。

The frame of all arc welding or cutting machines will be effectively grounded when the machine?s power outlets are being employed as a power source.

当用电弧焊或切割机的电源插座被当作电源使用时,机器所有的框架均要有效 地接地。

9.1.5 If electrode holders are to be left unattended, the electrodes will be removed and the holder placed where it is protected from unintentional contact.

如果焊条钳不使用时,要取下焊条并把焊条钳放到安全且不易为人碰到的地方。

Electrode stubs are to be placed into waste container not dropped onto working surface. 焊条头要扔到垃圾箱内,而不是随便扔到任何工作面上。

Welding machines will be turned off when being moved or when the welder must leave his/her works for any length of time.

移动焊机或焊接人员需要离开时,要将焊机电源关断。

9.1.8 No welding or cutting will be done where flammable paints, compounds, or dust may create a hazard.

在有油漆,易燃材料或造成事故的粉尘之处不得进行焊接或切割操作。

9.1.9 Welders will wear approved eye and head protection. Persons assisting the welder will also wear protective glasses/lenses, welders will wear a safety helmet while performing welding operations. 焊接人员要配戴合适的保护眼睛和头的设备。协助焊接的人员也要配戴保护眼镜。
